Talent International is currently recruiting for a Procurement and Contracts Manager (EL1 Or EL2 Equivalent) to work for one of our Federal Government clients based in Parramatta or Penrith. The position is 18-month contract role with the possibility of extension.

About the Client

Our client is an independent body that works with people with disability, providers and the community to deliver the nationally consistent, responsive and effective regulation of National Disability Insurance Scheme providers.

Key Responsibilities

The Procurement and Contract Manager will oversee procurement activities and contracts related to the IT Program to ensure that they are effectively and appropriately managed and compliant.

  • Partner with the DART Program team to ensure procurement processes and documentation are completed within agreed timeframes, are compliant with legislation, encourage quality, maximise value and manage risk.
  • Provide expert, timely and strategic advice and support on Commonwealth Procurement Rules and Frameworks including the DTA and IT sourcing arrangements and policies.
  • Partner with DART Program and Corporate functions to provide specialist contract management advice and assistance, including draft, review, and negotiate contracts with clients, vendors, partners, and other stakeholders, including ensuring terms align with company objectives and provide favorable conditions.
  • Manage and maintain appropriate contract records and registers and ensures contract expenditure and expiry dates are proactively managed.
  • Monitor contract compliance, ensuring terms and conditions are adhered to, and proactively address any disputes or issues that arise during the contract lifecycle.
  • Identify potential risks within procurements and contracts, including financial, operational, and reputational risks, and work with the relevant DART and Commission personnel to execute/implement risk mitigation strategies.
  • Use best practices and data insights to improve and streamline contract management practices.
  • Develop and maintain cooperative and influential relationships with internal and external stakeholders, including liaison, negotiation and consultation.
  • Perform other duties for the team as required.

Key Skills and Experience Required:

  • Substantial experience with ICT Procurement and Contract Management in government, ideally within a complex program environment, with an understanding of technology consulting and software-as-a-service contracts.
  • Diploma or Advanced Diploma of Procurement and Contract Manager or equivalent experience (5 years or more experience) in procurement and contract management including experience in using the Digital Transformation Agency Marketplaces (BuyICT platform).
  • Comprehensive knowledge and understanding of Commonwealth Procurement Rules and related legislation, policies and guidance or ability to acquire knowledge and understanding quickly (Digital Transformation Agency, AusTender, procurement-connected policies, etc.).
  • Excellent stakeholder engagement, communication, negotiation and influencing skills, including the ability to communicate to senior executive audiences.
  • Strong analytical and problem-solving skills, with the ability to think strategically and develop innovative solutions to complex issues
  • Proficiency in Microsoft Office Suite is essential.
  • Ability to provide situational leadership as needed to meet team and organisational objectives.
  • Ability to work in a fast-paced environment, manage competing priorities and triage effectively while still ensuring key targets are met.

Eligibility/Other Requirements:

  • To be eligible for employment in this role, you must be able to provide evidence of Australian citizenship, be able to obtain a satisfactory National Police Check,
  • Must have Baseline Clearance / and hold or can obtain and maintain an NV1 or NV2 security clearance if required.
