Position Title: ICT Procurement Specialist

Overview:

This strategic role is designed for an experienced ICT Procurement Specialist who will take the lead in managing complex and high-value procurement activities for a range of critical programs. The ideal candidate will apply innovative procurement strategies within government contracting frameworks to support business objectives, mitigate risks, and contribute to successful program delivery. The role involves collaborating with internal stakeholders, developing strategic sourcing plans, managing high-risk contracts, and ensuring adherence to procurement policies and guidelines.

Key Responsibilities:

  • Strategic Procurement Leadership: Lead high-value and complex procurement activities for major projects, applying strategic thinking to ensure business outcomes are achieved while complying with Queensland Government contracting frameworks, such as QITC/GITC and General Goods and Services.
  • Risk Assessment: Independently assess procurement risks and provide expert advice on mitigation strategies to ensure successful procurement processes.
  • Market Research & Sourcing: Conduct thorough planning and market research to develop effective sourcing strategies and procurement documentation in alignment with business needs.
  • Tender Documentation & Evaluation: Develop comprehensive tender documentation, including evaluation plans, and lead the go-to-market and evaluation processes, ensuring probity and compliance with all relevant regulations.
  • Contract Development & Negotiation: Work closely with stakeholders to develop contracts that meet departmental objectives, ensuring all key components are addressed. Lead negotiations on high-value, high-risk contracts to secure favourable terms.
  • Stakeholder Engagement: Represent procurement in key meetings, including board meetings and steering committees, ensuring all procurement activities align with stakeholder goals and expectations.
  • Compliance & Ethics: Maintain in-depth knowledge of Queensland Procurement Policy, Contract Law, and other relevant legislation to ensure all procurement processes are conducted ethically and equitably in line with probity standards.
  • Contract Management: Oversee the ongoing management of contracts, ensuring compliance with terms and delivering optimal outcomes for the department.

Key Skills and Qualifications:

  • Extensive Procurement Experience: Proven experience in ICT procurement within government or large-scale organisational environments, ideally managing high-value and complex procurement activities.
  • Expert Contract Knowledge: Strong understanding of Queensland Government procurement policies, contract law, and industry standards.
  • Risk Management Expertise: Demonstrated ability to assess and mitigate procurement risks across a range of projects.
  • Strong Negotiation Skills: Proven track record of successful negotiation on high-risk, high-value contracts, ensuring favourable outcomes.
  • Stakeholder Collaboration: Excellent communication and collaboration skills, with the ability to manage relationships across diverse teams and stakeholders.
  • Proficiency in Procurement Tools: Familiarity with government procurement tools, frameworks, and systems, including QITC/GITC and General Goods and Services.

Desirable Experience:

  • Experience working with large-scale ICT projects and strategic procurement within the public sector.
  • Knowledge of procurement performance management and reporting processes.
  • Previous involvement in developing and managing procurement strategies for high-value contracts.
